Referendum for Japanese consttitution

 Japanese constitution was made in 1947, after WWII. SInce Japn lost WWII, US made this constittuion. The constitution can be changed by referendum, but it never changed. It's time to change the constitutuion. 

It is quite natural to change rule, because environment changes.
